He came nearly half a second ahead of Switzerland's Daniel Albrecht, who had led after the first run.
The remaining place on the podium went to Albrecht's fellow countryman, Didier Cuche.
Svindal explained that his downhill victory helped bring out the best in him when it came to the giant slalom.
"Having won a medal here took some of the pressure away and enabled me to go into this quite relaxed," he said.
American Bode Miller finished 15th, while Britain's Noel Baxter crashed on his first run.
Anyone on a ski holiday in Are would have expected Svindal to perform well, as he came to the championships as overall World Cup leader - and he certainly hasn't disappointed.
